Are there any good Army bases that have ammo, medical supplies, and power armor?
If so, where are they located?

There are several military locations with power armor throughout the Commonwealth. Not all of them are named locations with fast travel waypoints. For example, there is a crashed vertibird with a suit of power armor next to it west of USAF Satellite Station Olivia. I'll list a few of these of which I'm aware, but I don't know of any list to reference to find the other ones.
Below is a list of power armor locations in the Commonwealth that are associated with the military. Ammo and medical supplies can be found in random containers, so there may be some there whether any is listed on the wiki or not, but I'll list any noted on the wiki.
Named Locations
There's power armor in the green container in front of the stockpile. There are a lot of supplies throughout the area. I'm sure you'll find ammo and medicine.
There's power armor at the bottom of the silo. You can get ammo off the synths, if nothing else. Probably some medicine.
This is found in the Automatron DLC. There's a suit of leveled power armor between two expert locked gates, between the tank room and shelved radioactive barrels. There are some mini-nukes and a Fat Man, so that's ammo. No idea if there's any medicine.
Part of this area can't be entered until you initiate a specific quest for the Brotherhood. There's power armor in the small guardhouse before the bridge to Fort Strong, so it's not actually inside. Inside you will definitely find ammo and I'm pretty sure there's some medicine in there as well.
There are two different power armor suits here. On the western side of the area, outside, behind an expert locked security gate is one. There is an armory outside the main building, to the northwest. Inside, behind the terminal-locked door, you'll find another suit. There are enough containers in the main building I'm sure you'll find some ammo and medicine.
I'm not 100% sure that this is actually a military installation, but it could be. One of the satellite dishes has stairs going all the way to the top. There's a power armor frame up here, but no pieces on it. The super mutants should have ammo on them. Not sure if you'll find any medicine.
Behind the structure is a full suit of power armor behind an Expert terminal. I think I recall a first aid box on the wall. There's a locked safe inside, which should probably have ammo in it.

These are basically just off the top of my head. If anyone knows somewhere I could look for a better list, or has another to add, please leave a comment.

The US Army combat armor is a piece of armor in the Fallout: New Vegasadd-onLonesome Road.

Modelled after the human silhouette and designed to provide balanced protection that does not limit mobility on the battlefield, combat armors are a diverse family of personal body armor of varying degrees of sophistication, from the earliest iterations of the armor developed by the United States Army[1] to the cutting-edge riot gears that came into use prior to the Great War.[2]
Characteristics[edit | edit source]
A suit of standard US Army combat armor, consisting of olive drab armor plates affixed to a light brown uniform. A single golden chevron is painted on each pauldron, denoting the owner as the rank of private in the United States Armed Forces.
The US Army combat armor offers a higher damage threshold than normal combat armor or reinforced combat armor, with only slightly less than combat armor, reinforced mark 2. Although it has better durability than the other variants, it still comes short of the reinforced, mark 2 variant.
It has the effect 'Superior training' which grants a small bonus to the Guns and Survival skills. In additions to the pouches added to the armor, the shoulder plates are also shaped slightly different from other combat armors.

Oh good God. Sorry for the massive wall of text, guys. I can't remember how to get more than one line between paragraphs >.< Plus I tend to be a bit long-winded anyway..
Hey y'all, dev team member/community rep for the Modern Firearms team here. We just finished a massive update, figured making a thread would be easier than sending out a ton of PMs and hoping people find the link from the FAQ thread on BethNet.
First off, the bad news. For now, this is a PC-only update. Idlesheep, the team member who handles the BethNet uploads and thus the XBox version is unavailable due to real life (specifically he's trying to get into a PhD program and raise a kid), thus we can't get this out on both platforms. If you're one of our umpty-thousand console users, I'm sorry to say it, but you're gonna have to be patient. Unless and until 'Sheep gets the free time, there is NO legal way for us to push an update for y'all. If there were, we would've done it ages ago, believe me when I say that.
Second, install/update instructions. If you're already running one of the 2.5 versions, simply uninstall your current version (including any and all loose files you may have from previous updates) and install the 2.5-1.4 package in its place. Nothing else necessary.
However, if you're upgrading from 2.4 (or God forbid one of the older versions), you'll have to do a bit more work. First, completely uninstall whatever version you have now. Then load up your last save, ignoring the warning about missing content. Make a new HARD save (either via the menu or a quick nap if you're playing Survival mode), then exit the game. Then and only then can you safely install 2.5-1.4. As a warning, you WILL lose any and all MF gear you currently have, so either sell it off to a merchant or refund it via the PVM (and no, there's no way to avoid losing all your kit due to how much has changed from the older versions). FAILURE TO FOLLOW THESE INSTRUCTIONS WILL NEGATE ANY COMPLAINTS OF SHIT BREAKING. If you can't be arsed to do this relatively simple thing, you have no right to complain that your laziness caused you trouble.
EDIT: Also, if you run into any leveled list issues with items spawning too frequently or certain items not spawning at all, make sure you're running a Bashed Patch. http://www.nexusmods.com/fallout4/mods/20032/? 1: We finally got the fucking [BDU] Military Uniform armor piece fixed. It no longer looks like a bad acid trip, and IMO looks kinda badass.
2: Added bayonets for the AK and AR-15 rifle families. The full versions clip like hell, so there are blade-only versions available if that bugs you. Fair warning though, they hit HARD.
3: Massively buffed gun bashing damage across the board. Base bash DPH is now 25% of the gun's base DPH, so anywhere from 10 (dinky little MP7) to 125 (KwK 88mm) per smack/stab/buttstroke (yes that's the actual name for it).

4: Fixed a few dozen bugs ranging from the minor (janky modifiers on optics throwing off AP usage) to the major (the janky BDUs). See the included changelog for details.
Also included in that package is a sanitized Hotkeys.ini file, for those of you that want to use FO4 Hotkeys to get the most out of our on-the-fly mod swapping capabilities. If you already use it, then ignore that .ini file (unless you want a backup or something). If you want to start using it, here's what ya do. First, install FO4 Hotkeys from here: http://www.nexusmods.com/fallout4/mods/11664/?. Once that's done, replace the default Hotkeys.ini with the one from the 2.5-1.4 package. Open that .ini up, and set whatever keybinds you prefer for the listed script functions.

Fallout 4’s armor situation is a bit confusing. I’m not talking about Power Armor here—I’m talking about the more everyday stuff your character can wear to keep him or her safe from the hazards of the wastes.
If you want to give your character some protection, you can either wear full armor suits, or you can mix and match individual pieces of armor. Full suits may be tempting and snazzy, but they’re typically pretty shitty as defensive wear. Individual pieces of armor can be a pain to collect, and parsing what stats they grant you can be perplexing too, so I’m not surprised to see so many people go “fuck it” and choose to just run around in something simple, like the Silver Shroud get-up. But you can do much better, if you set your mind to it!
This guide is written with the assumption that you already understand the basics of armor, how it works, and how to tell what’s good. It also assumes you’ve already got some of the best basic gear around, such as Combat Armor. If that doesn’t describe you, make sure to check out our basics guide here. Or, if you’re simply looking for the best Power Armor you can find, you should read this instead. Otherwise, let’s hop right into the good stuff.
Farming Legendaries
While it’s possible to get Legendary gear from vendors, including your own settlement vendors, purchasing pieces is pretty damn expensive. Most of your legendary gear will likely come from Legendary enemies, which spawn randomly during your encounters out in the wasteland.

Here’s the thing about Legendaries: You can farm them. There are a few spots where you can farm, but here’s my favorite. The National Guard Training Yard. You’ll want to note this down, as it’s a location that’s useful even if you’re not going to farm legendaries.

Once you’ve cleared this locale once, it’s really easy to go through a second (or third, or fourth..) time. It only takes a few minutes to encounter a Legendary enemy in there, which makes runs pretty quick.
There are other options of course, including the Super Duper Mart, The Boston Public Library, and Fallon’s Department Store. Really, any generic location/building that you highlight on the map that does not say “CLEARED” on it tends to be fair game here. Experiment as you go along; you might have other spots that are more useful to you.

So, once you pick a spot, do a quick save right outside the location you’re farming. Enter the door—the game should auto save. Go through the dungeon, and kill a legendary enemy; pick up the loot. If you don’t like the type of loot at all, reload your quick save. That reload should reset what you’ll find inside the dungeon. If you do like the loot inside, but you just don’t like the randomized effect it gives you, load the game’s auto-save. This should lock the loot down, but not its effect.
After you clear a farming spot, it may take a couple of in-game days for it to respawn the enemies. You can fast-forward time by either sleeping, or sitting somewhere and selecting “wait.” Getting a full set of Legendary gear shouldn’t be too hard, but getting a set tailored to your specific playstyle might take some time/reloading. I’m over a hundred hours into the game right now, and I still have a few pieces that, despite being legendaries, are just kind of OK.

It’s What’s Underneath That Counts

So, we’ve covered the different armor pieces you can put on. But what will really round out your armor set is your under armor. You start out with a basic one, the Vault Suit. There are more, of course—here’s a full list. Personally, I spec for combat, so I find that the most useful piece of under armor is the Army Fatigues, which grant you Strength +1 and Agility +1. The clean variety is better than the ragged Dirty Army Fatigue version, in my opinion, but you can’t go wrong with either. You can find Army Fatigues on Gunners, at the National Guard Training Yard, and in Jamaica Plains.
Ballistic Weave
Having good under armor is a start. What you really want to do is unlock modifications for this type of armor. For that, you’ll need to find the Railroad—which will probably mean playing through a few hours of the story first. You’ll want the “Road to Freedom” quest, which will lead you straight to them. If you get stuck in the middle of that quest, here’s a big hint: the password is “Railroad.”

You’ll have to join the Railroad to unlock under armor modifications, but don’t worry. You don’t have to stick with them. What you want to do is, do a few of their starting quests. One of these should introduce you to PAM, a robot who appears in a side-room at the Railroad hide-out. Talk to PAM. She’ll send you on quests.

After doing two or three quests for PAM, she should send you on a quest to locate a DIA cache. This is what you’re looking for. Do that quest, report back to PAM, and after you do, go ahead and talk to Tinker Tom. He should say this:

Congrats, you’ve unlocked Ballistic Weave, a special type of armor modification. Not only will this allow you to upgrade under armor so that it has way better stats, it will also let you upgrade full suits, such as dresses, tuxedos, and more—which means that you don’t have to sacrifice fashion or utility! Here’s a full list of what you can upgrade with Ballistic Weave lining, if you’re curious. Once you have it, you should be able to go up to any armor workbench, and a new option should come up, like so:

Personally, I upgraded my Army Fatigues. Now they sport this kind of stats:

90 damage resistance and 90 energy resistance! Pretty badass, especially considering that its damage resistance was basically negligible starting out. I’m not actually level 39 yet, so I haven’t unlocked Armorer rank 4, which means that I haven’t upgraded these Fatigues all the way. They can get up to 110 Damage and Energy resistance, which is amazing when you consider this is just a single piece of armor out of many.
Hilariously, Ballistic Weave also allows you to upgrade a variety of different hats, such as Battered Fedora, Green Rag Hat, Newsboy Cap, and the Trilby Hat. You can purchase most of these in Diamond City, at Fallon’s basement. It’s pretty easy to miss, but it’s right here:

You couldn’t pay me to wear a Fedora, and the rag looks as bad as it sounds, so currently I’m running around with an Armored Newsboy Cap. It’s a pretty ridiculous concept, given that a single hat as 90 damage/energy resistance but hey. Whatever prevents Super Mutants from crushing me!

The last thing to note here is that lining your armor with Ballistic Weave can be resource-intensive. You’ll need Adhesive, Ballistic Fiber, and Fiberglass. We walked you through how to grow your own Adhesives in our general tips guide. Ballistic Fiber can be grabbed from Military Grade Duct Tape, Military Ammo Bag, and can also be purchased by KLEO in Goodneighbor in packs of 25 (not cheap!). Fiberglass, meanwhile, can be found within Abraxo Cleaner, Aluminum Canisters, Cigar Boxes, Jangles the Moon Monkey, Telephones, and more. Some of these crafting materials can be hard to find, but they’re worth it.

All together, this get-up boosts my Strength, Perception, Endurance, Charisma, Intelligence, and Agility, and it also slows down time, protects me when I’m in low health, and quickens my Action Point refresh speed. It’s not the best around, but I’m pretty happy with it; I don’t have trouble with most enemies I encounter anymore. That said, it’s a more combat-oriented build, so I’m curious what you guys are wearing and why. Feel free to share your armor builds in the comments.

Combat armor was issued within the United States Armed Forces during the Great War and appears as armor in Fallout 4. Its appearance is radically different from previous games, largely due to the modular nature of the primary armor sets. This armor provides balanced Damage Resistance and Energy Resistance.

Combat armor is considered 'Tier 3' and becomes more common as one enters into the middle levels (15-35). Combat armor offers roughly equal ballistic protection to metal armor and equal energy protection to leather armor. The combination of protection makes it generally a better choice than equivalently modded other armor types, although combat armor becomes available at slightly higher levels than the corresponding tiers of leather and metal armor. Combat armor provides no latent protection from radiation, though through an exclusive mod it can result in the highest radiation resistance available to conventional armor (at the sacrifice of some ballistic and energy protection).
The model for combat armor in Fallout 4 appears to have a basic harness worn underneath in which a modular system of ballistic plates is attached. Sturdy armor replaces the harness with a more encompassing leather under-liner to the torso plates, along with added elbow and knee pads, shin guards and forearm guards. While heavy armor adds a large collar, additional plating (now resembling a Cuirass-style breastplate), large pauldrons to the shoulder guards and utilizes larger thigh and shin guards.
Combat armor helmetEdit
The combat armor helmet is the corresponding armor piece to the combat armor set. This model displays what is possibly a headlamp, attached to the left side above the brow line. The helmet unfortunately does not utilize the lamp like the mining helmet. It can be modified, similarly to the metal helmet, with the same types of material mods as other pieces of combat armor. It does not appear to have a sturdy or heavy variant.
The combat armor helmet only occupies the hat slot, allowing eyewear and masks to be worn.
Thief guild oblivion. An additional pair of boots, gloves, and a hood can be located around the. It rests on the tables and cupboards of (respawns eventually). PC users can open the and type: player.additem to receive pieces of armor.

Multiple variants of combat armor can be found, including sturdy and heavy armor. However, the combat armor helmet does not seem to exist as either of these variants (although the similar army helmet can be found separately) and all variants seem to share the same base ID. A full set of sturdy combat armor, including the regular helmet, yields a damage resistance to both ballistic and energy of 85 and a radiation resistance of 0. A full set of heavy combat armor, including the regular helmet, yields a damage resistance to both ballistic and energy of 111 and a radiation resistance of 0.
Because all variants share the same ID, using the console to spawn any of the pieces will result in a random, level-dependent variant of the armor to spawn (either regular, sturdy, or heavy).
